CEO
Roger Mann
For close to 40 years, Roger has delivered innovative, community beneficial SaaS AI services for public safety, commercial, and defense markets. He has a successful track record with start-ups and has earned respect for leading teams and generating new business at fortune 500 companies throughout his career.
Prior to co-founding Smart Response Technologies (SRT), Roger was advanced programs director at Lockheed Martin, leading the advanced information systems R&D programs in location intelligence, public safety, and cyber security. Under his direction, the division delivered over $2.5 billion of transformational business. Previously, he was a system engineer for GE Aerospace working on Command & Control and Signal Processing systems, and served as a nuclear trained submarine officer in the U.S. Navy just after graduating college.
He is a board member of the Integrated Justice Information Systems (IJIS) Institute, a nonprofit that engages people across industries with the mission to drive public sector innovation and empower information sharing to promote safer and healthier communities. He sits on the Cornell University Entrepreneurial Advisory Council and is a 35-year member of the Institute of Electrical and Electronics Engineers (IEEE).
Roger holds a B.S. in Electrical Engineering from Cornell University and a Master of Science in Systems Engineering from Virginia Tech. Additionally, he completed GE’s Executive Leadership Course with Emory University Goizueta Business School and the Lockheed Martin Executive Leadership Training at University of Maryland, Smith Business School. He has also been Project Management Professional (PMP) and Project Management Institute (PMI) certified.
Residing in Herndon, VA with his wife, Roger enjoys mountain biking, hiking, and national parks.
PRESIDENT
Tim Shaw
Tim brings 30+ years’ experience in national security, criminal justice, and emergency management in critical situations to his role of president for Smart Response Technologies (SRT). In his position he manages the Air Force Research Labs (AFRL) and United States Air Force (USAF) relationships, services, and intellectual property. He also serves as an adjunct professor at The Bush School of Government, Texas A&M School of Homeland Security, teaching courses in Domestic Intelligence Operations and Disaster Recovery/Business Continuity.
Prior to SRT, Tim was senior vice president and director of university relations at the Advanced Technical Intelligence Center (ATIC) in Beavercreek, Ohio, and dean of Tiffin University School of Criminal Justice and Social Sciences in Tiffin, Ohio. His specialties included course development at all levels of education, terrorism and tactical training, law enforcement training, promotion boards, and training audits.
Additionally, Tim was a special agent with the FBI for 21 years, twice receiving the Outstanding Law Enforcement Officer Award in the Southern District of Florida. Before the FBI, he served as a captain in the United States Marine Corps (USMC). Under his leadership as an executive officer, his company was honored with an award for outstanding company.
Tim was a record-breaking cross-country and track runner in high school and ran track in college, graduating from Muskingum University with a B.A. in physical education teaching and coaching. He also holds a Juris Doctorate degree from Ohio Northern University, Claude W. Pettit College of Law.
Living in Lebanon, Ohio, Tim is a mentor for the Warren County Veterans Services. He is married, and the proud grandfather of eight grandchildren.

Milan Mueller
After more than 30 years working in the public safety sector, Milan is highly respected within the industry and known for having valuable technology insights that help guide public safety practitioners in making the right decisions and taking the right actions to keep their communities safe and informed.
Before Smart Response Technologies (SRT), Milan founded the Omega Group in 1992 to provide consulting and tactical software solutions to public safety departments and school districts nationwide. Under his leadership as the president and CEO, the company created two industry-leading strategic planning and analytic SaaS products: CrimeView and FireView. After 24 years in business, the company had over 900 clients, including law enforcement, fire agencies, and public-school districts, and was acquired by a CAD/RMS company in 2016. After Omega Group, Milan began consulting in the public safety sector.
He is a fellow of Future Policing Institute, and an advisory board member for several companies working in public safety. Additionally, he has served as an expert witness on numerous school segregation cases nationally, all of which had positive outcomes.
Milan holds a B.A. in Geography/Ecosystems and an M.A. in Geography from the University of California, Los Angeles.
A California native, Milan and his wife reside in San Diego.
CTO
Edward Craig
Ed brings 26 years of experience leading systems architecture, software development, and cyber security teams in both private and public sectors.
Prior to joining Smart Response Technologies (SRT), Ed was a cyber architect and chief engineer at Lockheed Martin’s Security Intelligence Center. Previously, he co-established and led the Open Geospatial Consortium’s (OGC) Law Enforcement and Public Safety Domain Working Group.
He co-chairs the Emergency Response and Communications Technical Committee for the Integrated Justice Information Systems (IJIS) Institute, and he is a 24-year volunteer member of a fire and rescue system serving in various roles including assistant chief of rescue.
Ed holds a B.S. in Computer Engineering from George Mason University. He is a Certified Information Systems Security Professional (CISSP) and Certified Emergency Medical Technician (EMT) and has leadership certifications in the National Incident Command System (ICS).

James Merkle
James serves as Chief Financial Officer & Administrative Officer of Smart Response Technologies, an AI for First Responders company that uses artificial intelligence to drastically improve the performance of public safety operators, starting with 911 operators and other first responders. Mr. Merkle has over 10 years’ experience as the CFO or senior business executive for commercial, non-profit, and government sector businesses. Mr. Merkle managed advanced programs and major subcontracts while at Lockheed Martin for over 20 years. Jim began his career as a warranted Air Force contracting officer.
Mr. Merkle holds a Bachelor of Science degree from Northern Arizona University and a Master’s in Computer Information Systems from the University of Denver. He was Certified Program Management Institute Project Management Professional (PMP).

Roger Mann
Roger serves as Chairman and Chief Executive Officer of Smart Response Technologies, an AI for First Responders company that uses artificial intelligence to drastically improves the performance of public safety operators, starting with 911 operators and other first responders. Mr. Mann serves on the Board of Directors of IJIS Institute, a nonprofit that brings together innovative thinkers from the public and private sectors, to solve public safety challenges. Prior to co-founding Smart Response Technologies, Mr. Mann led Lockheed Martin’s Public Safety and Intelligence R&D and advanced programs delivered over $2.5B of transformational business. Mr. Mann also served as a United States Navy Submariner.
Mr. Mann holds a Bachelor of Science degree in Electrical Engineering from Cornell University and a Master of Science in Systems Engineering from Virginia Tech. He completed General Electric’s Executive Leadership Course with Emory University Goizueta Business School and Lockheed Martin Executive Leadership Training University of Maryland, Smith Business School. As a Special Agent of the FBI, Mr. Shaw was involved in many crisis situations and rapid responses over his 18 years as a SWAT Agent. Mr. Shaw is currently an Adjunct Professor at The Bush School of Government, Texas A&M School of Homeland Security. He manages AFRL and USAF relationships, services, intellectual property, oversees SRT’s DevOps team.
Mr. Shaw holds a Bachelor of Arts degree Muskingum University and a JD in Law from Ohio Northern University.

Milan serves as Chief Marketing Officer of Smart Response Technologies, an AI for First Responders company that uses artificial intelligence to drastically improves the performance of public safety operators, starting with 911 operators and other first responders. Prior to co-founding Smart Response Technologies, Mr. Mueller founded The Omega Group in June 1992 with an emphasis of providing consulting and software solutions to public safety and school districts. The company created three industry leading planning and analytic software solutions: CrimeView, FireView, and SchoolPlanner. After twenty-two years of business, The Omega Group had over 900 law enforcement, fire agencies and public-school districts.
Mr. Mueller holds a Bachelor of Science degree from University of California, Los Angeles.

Mr. Craig brings computer engineering and AI system technical experience from his prior role as a Cyber Architect and Chief Engineer at Lockheed Martin. He currently co-chairs the Emergency Response and Communications Technical Committee for the IJIS Institute. Ed brings 26 years of experience leading systems architecture, software development and cybersecurity teams in both private and public sector markets with organizations and clients such as Lockheed Martin’s Security Intelligence Center and several multi-national companies. Mr. Craig co-established and led the Open Geospatial Consortium (OGC)’s Law Enforcement and Public Safety Domain Working Group thru 2015. Mr. Craig is a current volunteer member of a fire and rescue system serving for over 24 years in various roles to include Assistant Chief of Rescue.
